BOARD OF SUPERVISORS MINUTES

The Conewago Township Board of Supervisors held their regular monthly meeting, Wednesday, April 10, 2002. Those present, were:

The meeting was called to order by Chairman, John Graybill at 7:30 P.M.

MINUTES - March 13, 2002 - A motion by Rochat, second by Graybill to approve the April 10, 2002 minutes as submitted. Motion carried.

TREASURER'S REPORT - March 31, 2002 - A motion by Rochat second by Graybill to approve the Treasurer's Report dated March 31, 2002 subject to audit. Motion carried.

EXPENDITURE REPORT - April 10, 2002 - A motion by Rochat second by Graybill to approve the expenditure report dated April 10, 2002 in the amount of $31,661.90. Motion carried.

SUBDIVISION/ENGINEERING FEES & PLAN STATUS REPORTS - Everything up to date.

PLANNING COMMISSION MINUTES - MARCH 25, 2002 - No Meeting

PUBLIC COMMENTS:
Sgt. Bill Summers, State Police was in attendance and gave a report on the calls within our Township during the last month.

Barking dog complaint - Mr. Jerry Hammer complained about his neighbor's (Joel Balmer) barking dogs. Max Schradley reported that a letter was sent to Mr. Joel Balmer concerning his dogs barking. He will continue to monitor the situation and if the dogs continue to bark, Mr. Balmer could be cited.

ACT 537 - STATUS REPORT - Kim Bloom had nothing to report, but brought Denny Crabill from Buckhart-Horn to discuss what has been happening. A decision had to be made for the pumping station site and the location will be at the edge of the Dowhower Farm. The Duplex Submergible Non-Clog Station is being proposed Closure on the bond issue for DTMA was March 14, 2002. The connection fee for the initial project will be $4,500.00 per home owner. The more homes you have buying into the project, the cheaper your debt will be. Debt will be repaid in monthly payments. Individual contractor's will charge each property owner for connecting lines from your house to DTMA's lines. Anyone within 150' of the sewage line will need to hookup to it. Conewago Township and DTMA need to draw up an Inter-Municipal agreement.

ACT 537 - PENNVEST - Rettew Associates sent a letter to DEP for Act 537 Update and they approved TAR Report for an estimated cost of $9,201.00 upgrade. John Rochat made a motion to have the Township Engineer advise PENNVEST not to proceed any further and to finish the report amounting to $1,100.00 so that we may get reimbursed. Second by John Graybill. Motion carried.

LOWER DAUPHIN AREA REGIONAL PLANNING GROUP - They are gathering information for comprehensive plan. Know Your Schools has a survey in their newsletter to fill out and return. Their next meeting is April 24, 2002, Hummelstown Borough.

AVERY KANODE -Jay Brandt met with Mr. Kanode concerning the water runoff problem. Mr. Kanode ask the Township to bring a new pipe across Church Road and ask us to furnish materials to build a rock basin. Mr. Kanode agreed to do work on his property. The Solicitor said we need to have Mr. Kanode sign a release when work is completed, so he can't come back on the Township years down the road. The Township will check with Mr. Donald Graybill, NRCS to help with the design of the project.

NEWSLETTER - Max Schradley gave a draft of articles for the newsletter to be checked and returned to him by April 22, 2002. He will than proceed with having newsletter printed.

DAUPHIN COUNT RECYCLING - Nothing new at this time.

CONEWAGO WATERSHED MEETING - Jay Book and Nil Wychock could not be here tonight. Ron 'Laughlin reported they started their meetings in January, 2002. They plan a Stream Cleanup on May 11, 2002 at two locations: Aberdeen Mills and Old Hershey Rd. this side of Beverly Road. They wanted to know if we could have our maintenance remove the trash. They use civic groups, local boy scouts, etc. and they will have approximately 40 people working. The next meeting will be April 20, 2002 at Lawn Fire Department. Also planned for April 20, 2002, Earth Week, is a water Quality Analysis in Elizabethtown and Aberdeen Mills.

OLDS MANAGEMENT PROGRAM - 2001 Year End Report - Dolores found a bunch of "Land Only" properties and they were called to come in and sign the letter for "Land Only No Sewage System" We are working to have all homeowners fill out inspection papers and return them as soon as possible. Shirley will send a letter to Jon Yost for his approval, and then send letters to those left on list. There are 4 new homes built in 2001 who do not need to have their systems inspected. A motion by Brandt second by Rochat to exempt them from the testing. Namely; Natale Amato, Thomas Kouletsis, Jeffrey Thompson, and Greg Kemble. Motion carried.

BOWMAN INSURANCE - Jeffrey Edward - We haven't received anything from our current insurance company and the policy is due in May. Jeff is here to present a proposal for the township insurance. He represents Bowman Insurance Agency which is locally owned and operated in Palmyra. They are a part of Keystone Insurer a network independently owned by agencies in state of PA. They are one of the largest privately owned insurance companies and his proposal offers a comprehensive plan for any insurance needs to be covered. The Board of Supervisors will review and get back to Mr. Edwards

PENN HERSHEY SPORTS TRAINING CENTER - They didn't show up for Feb. or March meeting. Max Shradley suggested we call them regarding the 90 day time (May 25, 2002) to act on this plan. He will need to come to the May 8, 2002 meeting or grant us a time extension.

DAN BAKER - WAIVER OF LAND DEVELOPMENT - 2140 N. Deodate Road Mr. Baker plans to build a 50'x70' pole building to be used for storage of machinery and personal items on 7 acres of land. A motion by Rochat to grant the waiver of a Land Development Plan subject to review and approval by the Township Engineer and the Zoning Officer regarding stormwater and non-commercial use of the property. Second by John Graybill. Motion carried.

JOHN NISSLEY - WAIVER OF LAND DEVELOPMENT - Mr. Nissley submitted a plan 5 years ago to build 2 buildings 250' x 500' covered by 50,000 square feet located along Mill Road. Two weeks after approval a influenza and different diseases in Mt. Joy and Manheim area discouraged anyone to contract with him to grow boiler. He is now proposing a reduced 1 building 18,000 sq. ft. 82' x 221', entrance already graded-in and building is to be used for swine operation. No Breeding - only feeding, zoned agricultural (700ft. off road). Need a cleaner version of plan with scaled drawing. Tabled until next meeting pending a letter of revised plan and a clearer sketch plan for building permit.

BLIND DRIVEWAY - DAWN MAYKO - 3992 Roundtop Road wants permission to mount a mirror on a telephone or electric pole. The speed limit is 35 mph. She needs to call the telephone or electric company before she puts mirror up.

HERSHEY FREE CHURCH - The church needs other dates for a meeting with the Board concerning Sewage issues on the Graybill property. Dates are as follows Wednesday, May 1, May 15, or May 22 and will be advertised as a workshop at the Township Building, 7:30PM. It was suggested to invite DTMA to this meeting.
