BOARD OF SUPERVISORS MINUTES

The Conewago Township Board of Supervisors held their special meeting, Wednesday, February 19, 2003. Those present were:

The meeting was called to order by Chairman, John Graybill at 7:30 PM. And he announced that they had an executive session meeting, regarding legal issues at the last meeting and earlier this evening.

The solicitor said the reason this meeting was scheduled with DTMA was to discuss agreement, so DTMA could possibly take action on this agreement at their February 24, 2003 meeting. There are a number of issues and they were here to discuss them with DTMA. Joel Buckley asked if we have to wait 30 days for an agreement. The solicitor said we don't have to wait, but we need to have a public meeting. The solicitor also said there is enough speculation and at this time we don't have all the details. Rochat said the Board is trying to get the best agreement for our citizens. The project is not in jeopardy - there will be a sewage system and it will be serviced by DTMA when details are worked out.

There was some discussion of the cost of the project: Derry Twp. pays a user fee of $25.50 monthly, and the tapping fee is $4500. There are 270 residents in Phase I, and that is only a portion of the township that is benefiting. The township has already paid around $400,000. for the design of project, which was paid by all residents. The Hills of Waterford will be paying for their own sewage and the plan included the pumping station for this development. The concern is if there, are there any grants, bonds etc., available, and the solicitor said at this time there nothing available. The Board said that with each Phase, Act 537, any revision would be less expensive, but you have to still pay for the design of grinder pump, pumping station, right-of-ways, etc.

A motion by Graybill second by Rochat to adjourn meeting 8:00 PM, and go into an executive session to discuss legal matters.
